Welcome to the on line Mandated Reporter Resource Center. Funding for this site is provided by the New York State Office for Children and Family Services(OCFS). Through a contractual agreement with the Center for the Development of Human Services (CDHS), training for all mandated reporters in New York State is available at no cost to participant. This site is designed to be a resource for information about your role and responsibility as a mandated reporter of child abuse and maltreatment in New York State.

The New York State Office of Children and Family Services (OCFS) operates the New York State Central Register for Child Abuse and Maltreatment (SCR), where mandated reporters are required to report suspected child abuse and maltreatment. OCFS provides information on reporting child abuse and maltreatment on its Web page under the Child Abuse section.

The objective of this training initiative is to provide every New York State mandated reporter with the knowledge and skills to be able to:

  • Effectively report child abuse or maltreatment/neglect to the NYS Child Abuse and Maltreatment Register
  • Evaluate situations to determine whether there is reasonable cause to suspect child abuse or maltreatment
  • Identify the physical and behavioral indicators commonly associated with child abuse

CDHS offers mandated reporter training using several unique and innovative delivery methods to meet the needs of mandated reporters throughout New York.

If your agency or facility has instructors currently delivering a Child Abuse Reporting course, we invite them to attend our intensive, no cost, two day Training for Trainers (TOT). This TOT is developed especially for individuals who instruct others in their agency or community who make reports of suspected child abuse or maltreatment. Instructors are encouraged to attend a TOT to develop and/or refresh their knowledge and skills to more effectively conduct a mandated reporter course.

Professional trainers from the Child Welfare/Child Protective Services Training Institute of CDHS conduct each training session. CDHS is a New York State Education Department certified provider of this training.
